NEWFOUNDLAND & LABRADOR PROVINCIAL NOMINEE PROGRAM

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) is an immigration program that is administered by the province of Newfoundland and Labrador. It operates under an agreement with the federal Department of Citizenship and Immigration Canada. It allows Newfoundland and Labrador to nominate applicants who qualify under provincially established criteria for Permanent Resident Status.
The NLPNP accepts applications under three categories:

  • Skilled Worker
  • International Graduate
  • Express Entry Skilled Worker

The NLPNP is authorized by the federal government through its Department of Citizenship and Immigration Canada to issue a maximum 1050 certificates of nomination for calendar year 2015. The NLPNP will use the 1050 nomination quota to issue certificates as follows:

  • Skilled Worker (NOC 0, A, and B) - 300 nominations
  • International Graduate (NOC 0, A, and B) - 300 nominations
  • Skilled Workers (NOC C and D) – 200 nominations
  • Express Entry Skilled Worker (pending) (NOC 0, A, and B) - 550 nominations

1. NLPNP - Skilled Worker Stream

NBPNP Skilled Worker category is for individuals who have a guaranteed offer of employment from a Newfoundland and Labrador employer, or are already working in the province on a valid Work Permit. Furthermore this category exists to nominate individuals who have specialized skills that are deemed as having a critical impact on the operations of an employer in Newfoundland and Labrador.

All applicants in order to be able to apply under this category must meet the following:

  • Have a job or job offer that does not contravene existing bargaining unit agreements
  • Have sufficient settlement funds and financial resources
  • Your employer (or future employer) can demonstrate a need for your skill set
  • Have sufficient English or French language capability to perform the employment duties.
  • Have a job or a full-time job offer from a Newfoundland and Labrador employer
  • Have a Citizenship and Immigration Canada Work Permit or is entitled to apply for one
  • Have the qualifications, training, skills, and/or accreditation required for the job
  • Have intention and ability to settle permanently in Newfoundland and Labrador

2. NLPNP - International Graduate Stream

NLPNP International Graduate category is for international students who have graduated from a recognized post-secondary educational institution in Canada and who have a Post-Graduate Work Permit and a job or job offer from a Newfoundland and Labrador employer.

This category targets international graduates who have established strong ties to Newfoundland and Labrador and intend to live, work, and become economically established in this province.

To be eligible to apply under International Graduates Category, applicant must meet the following:

  • Have graduated from an eligible publicly funded Canadian college or university
  • Have completed a minimum of a two-year diploma or degree program
  • Have a full-time job offer in your field of study from a Newfoundland and Labrador employer
  • Have applied to the NLPNP within two years you received your degree or diploma
  • Have legal status to work in Canada
  • Have intention and ability to settle permanently in Newfoundland and Labrador
  • Have a job or job offer that meets provincial employment standards and wage rates
  • Have a job or job offer that does not contravene existing bargaining unit agreements
  • Have sufficient financial resources
  • Have sufficient English or French language capability to perform the employment duties

3. NLPNP - Express Entry Skilled Worker Stream

The Newfoundland and Labrador Provincial Nominee Program Express Entry Skilled Worker Category enables skilled immigrant workers to enter the province faster than ever before. The Federal Government will process the majority of complete Express Entry applications in six months or less.

Newfoundland and Labrador has 550 Express Entry nominations annually available for skilled immigrants who are successful in obtaining employment in the province and who are accepted into the Federal Government Express Entry Pool.

EXPRESS ENTRY ELIGIBILITY REQUIREMENTS

Applicants may apply to the Express Entry Skilled Worker Category if they reside outside of Canada and have been offered a job by a Newfoundland and Labrador employer. The employer must demonstrate that they have made a genuine effort to recruit qualified Canadians or permanent residents before the job offer is extended to an international worker.
In addition, the applicant must:

  • Be accepted into CIC’s Express Entry pool
  • Score a minimum of 60 points out of 100 on the PNP point assessment grid
  • Have a CIC Work Permit or be entitled to apply for one
  • Have a Canadian post-secondary degree or diploma, or equivalent
  • Have intention and ability to settle permanently in Newfoundland and Labrador
  • Have sufficient settlement funds or financial resources
  • Meet the minimum level of Canadian Language Benchmark (CLB) in English or French

EXPRESS ENTRY SKILLED WORKER POINTS SYSTEM

Applicants must score a minimum of 60 points out of 100 points on the Point Assessment Grid to be considered for nomination. Points are awarded on the basis of five factors including:

  • Education and training – max 28 points
  • Skilled work experience – max 20 points
  • Language ability – max 27 points
  • Age – max 12 points
  • Connection(s) to Labor market and adaptability – max 13 points
